Reflexiones sobre las evoluciones recientes en materia de protección de riesgos sociales a nivel internacional

El presente trabajo pretende destacar distintos niveles de cobertura de los riesgos sociales, mostrando sus evoluciones y problemas. Se analiza el Estado de bienestar y la seguridad social como mecanismos tradicionales de cobertura analizando sus deficiencias desde un punto de vista comparado. A estos dos niveles se agrega el piso de protección social que pretende ser consagrado por la OIT para fortalecer los dos niveles antes mencionados. Se realiza una crítica a este último en función de su carácter no normativo y desconexión de los otros dos niveles.
